The National Association of Broadcasters (NAB)1 writes to urge the Commission to carefully consider the above-captioned Notice of Proposed Rulemaking 2 in the context of its recent Notice of Proposed Rulemaking (Upper C-band NPRM) regarding the Upper C-band. 3 Even if the Upper C-band auction is limited to the statutorily-mandated 100 MHz clearing target, some existing C-band users will likely have to relocate to Ku-band in order to continue to provide the same service that they do today. 4 And if the Commission elects to exceed that target (as has been raised in the Upper C-band NPRM), many C-band customers will need to be accommodated in the Ku-band as a result.
