Please join us for the UTC Region 6 annual meeting and expo. We have an engaging event that is tailored to our members’ and stakeholders’ critical needs. The UTC Region 6 meeting is where utility professionals and value technology partners will collaborate on important issues such as technology, market trends, business strategies, and industry solutions.

Registration Information & Rates

Utility Registration Rates:
$300 for the first registrant and $90 for each additional registrant.
Please contact support@utc.org once the first registration is completed for instructions on how to register additional attendees at the discounted rate.

Cancellation Policy:
Cancellations received by February 26, 2024, will receive a refund less a 25% cancellation fee.  Cancellations must be received in writing to meetings@utc.org.Questions? Please email support@utc.org. There will be no refunds after Monday, February 26th; however, substitutions may be made.

I was an existing utility customer working as a network engineer up until nine years ago when I took on the opportunity of becoming a sales engineer for Nokia. I specialize in utilities but also work with state and local governments, transportation, tribal governments, and local ISPs.

Nate has been in the IT industry for 23 years in various roles ranging from technical hands-on engineering to IT consulting to multiple positions in leadership. Roughly ten years were spent in technical hands-on positions, and 13 have been focused on leadership. Most of this time was spent in the private sector with different organizations until transitioning to the public sector with LES for close to 3 years now. Nate is currently the Communications Infrastructure Manager at LES.

He is currently a consultant providing technology and strategy support through Lockard & White. David has held contributing and leadership positions in every area of business while working for companies ranging from start-ups to Fortune 100. He was awarded BS Electrical Engineering and BS Computer Engineering degrees from the University of Michigan, both Magna Cum Laude, as well as an MBA from Duke’s Fuqua School of Business where he was named a Fuqua Scholar. David is a named inventor on 11 US patents.

As Legal Counsel for Certes Networks, Simon assists with regulatory and compliance issues, contract drafting and negotiations, disputes, intellectual property and general legal matters.  Simon has extensive international experience in the technology sector and his combination of both legal and technical skills enables him to translate complex legal regulations and mandates into clear and definitive technical requirements for IT and Engineering teams.

Simon is a regular speaker on data protecting and cyber security regulations including GDPR, HIPAA, NIST Frameworks and PCI DSS. Simon resides in Pittsburgh, Pennsylvania.

Matt started his career in 2005 at Sprint Nextel in Overland Park, KS before coming to the utility industry.  He’s worked at NPPD since January 2011 as a Telecommunications Engineer doing work on phones, data, and communications backbone systems.  He transitioned into his current role as the Telecommunications Manager in April 2020 with all Engineering, Field, and NOC responsibilities reporting to him.  Matt has bachelor’s degree from University of Nebraska-Lincoln in Electrical Engineering & a Master’s in Engineering Management.  He also currently serves as UTC’s Technical Division Chair.

Over 20 years of telecommunications experience, starting as a Telecom Technician and later moving into Telecom Engineering roles.  These positions were in the US Air Force, Kinder Morgan Natural Gas, NPPD and for the last 18 years at OPPD.

Supervisor, GIS/CAD, Lincoln Electric System

Ryan Kohn is currently the Supervisor of the GIS/CAD Team at Lincoln Electric System (LES) in Lincoln Nebraska. Ryan’s journey originally started with a comment that “he would never work in the electric industry”, but nothing could be further from the truth. Ryan has over 23 years in the Electrical Power Delivery field. He started his career designing Steel Transmission Utility poles and then accepted an opportunity at LES and has been there ever since. Ryan is surrounded by an awesome team that are committed to advancing LES through technology and customer service.  Ryan believes success occurs when people that truly care are willing to navigate risk. When not at work Ryan enjoys coaching and attending the sporting events of his two kids with his wife. He’s also grateful to have the opportunity to get out in the field and farm with his family.

Kirt Mayson is a 24-year Employee of NorthWestern Energy (NorthWestern Corporation) and now serves as Senior Engineer – Business Technology, Network Engineering, and Operations for NorthWestern. He has an extensive background in Utility Communications Technologies in the areas of fiber optic and microwave systems. Previously Mr. Mayson was an employee of Tetragenics Company, a subsidiary of The Montana Power Company, and was involved in automation solutions for Communications Site Monitoring Systems, Substation Remote Telemetry Units (RTUS), and Hydro-Electric Generation Plant Control Systems. Prior to his utility career, Mr. Mayson was an engineer in the Natural Gas Compression Industry for approximately 10 years. During his tenure with UTC, he served in officer positions of UTC’s North West Region, Region 9 as well as Chair of UTC’s Regional Divisions. Mr. Mayson received his Bachelor of Science Degree in Petroleum Engineering from Montana Tech (now Montana Technological University).

Director of Corporate Security and Chief Security Officer (CSO) Nebraska Public Power District

Tim Pospisil is Nebraska Public Power District’s (NPPD) Director of Corporate Security and Chief Security Officer (CSO), with responsibility for leading NPPD’s Physical and Cyber Security teams for both IT and OT.  He leads NPPD’s compliance efforts for the North American Electric Reliability Corporation (NERC) Critical Infrastructure Protection Standards (CIP) and is NPPD’s designated NERC CIP Senior Manager. He joined NPPD in 1999 at Cooper Nuclear Station and served as a Procurement Engineer and was the stations Environmental Qualification (EQ) engineer for 3 years after working previously for Motorola Semiconductor as an Equipment Engineer and Test & Packing Section Manager. Prior to his current assignment, he led NPPD’s NERC CIP implementation projects and held the position of the District’s IT Cyber Security Supervisor for three years. He is active in many groups, including the Large Public Power Council (LPPC) Cyber Security Task Force where he is the current Vice Chairman, he is the current chair of the Cyber Mutual Assistance (CMA) Executive Oversight Team, and is a member the North American Transmission Forum Security Practices Group, as well as other state and local security groups. Tim graduated from the University of Nebraska, Lincoln in 1989 with a bachelor’s degree in Electrical Engineering. He holds certifications from ISACA as a Certified Information Security Manager (CISM); SANS – GIAC Security Leadership Certification (GSLC); and CompTIA – Security +.

Matt Schnell – Mr. Schnell has a Bachelor Degree and a Masters Degree. Matt has over 40 years of experience in all aspects of Telecommunications from fiber to microwave, data, carrier relaying, telephone, and LMR. Matt has been involved with UTC for over 30 years. He has been Chairman of the Board, Technical Division Chair, and LAC Chair.

Mike Unser, BSEET, MBA – Mr. Unser has a Bachelor’s Degree in Electronic Engineering Technology and a Masters of Business Administration Degree in Management.  Mr. Unser has over 25 years’ experience in fiber optics including, engineering, permitting, construction, inspection, testing, acceptance and troubleshooting. Mr. Unser is responsible for the engineering and construction of fiber optic networks for SRP’s electrical and water networks as well as for SRP’s commercial fiber optic network.

In addition to working for SRP Mr. Unser has been involved with the UTC for over 10 years.  Most recently as the Telecom Committee Chairman.

Dan Weis graduated with a BS EET from the Milwaukee School of Engineering in 1989.  Dan has worked in the communication industry for 33 plus years.  Dan’s experience includes LMR, fiber and microwave system design, engineering, and deployment.  Dan also has man-years of LMR in-building RF coverage system design, engineering and deployment experience.  Dan has served as a consultant, pre-sales engineer, post-sales engineer, project manager, and project engineer in the communications industry.  Dan is currently the Sr. RF Engineer at Omaha Public Power District.  Dan has been with OPPD since 2018.

Matt Weston, Telecom Engineering Supervisor at Nebraska Public Power District(NPPD). I have been working in the industry for 16 years. One of my current goals that relates to my presentation at UTC in 2024 is to outline NPPD’s plan to support operational traffic in our substation including sites in remote areas. The solution needs to be secure, scalable, and robust.

Jimmy R. (Rusty) Williams is President and CEO of the Utilities Technology Council (UTC.) UTC is a DC-based global trade association that represents electric, gas, and water utilities on their mission-critical information and communications technologies.

Williams, a Registered Professional Engineer in the State of Alabama, has more than three decades of extensive utilities industry experience. He worked at LightRiver Technologies for seven years, where he served as Vice President, Sales. Before LightRiver, Williams worked for nearly four years as Director of Business Development at AFL Telecommunications. He also worked for more than 25 years at Southern Company, where he held various telecommunications and IT management positions.

As President and CEO, Williams will lead UTC’s staff as the association continues to be a trusted advocate and thought leader on regulatory issues and emerging technology, as well as a valued training source in the utility telecommunications and networking space.
Williams earned his BS in Electrical Engineering from the University of Alabama at Birmingham.
When not working for UTC, Rusty enjoys his family which includes his wife Ivette, 2 daughters and 5 grandchildren.  He also enjoys playing golf and hunting.  Rusty also serves his church as a leader and teacher.
