Rates

Utility Registration Rates:
$300 for the first registrant and $90 for each additional registrant.
Please contact support@utc.org once the first registration is completed for instructions on how to register additional attendees at the discounted rate.

Cancellation Policy:
Cancellations received by August 13, 2024, will receive a refund less a 25% cancellation fee.  Cancellations must be received in writing to meetings@utc.org.Questions? Please email support@utc.org. There will be no refunds after Tuesday, August 13th; however, substitutions may be made without penalty.

Principal Communications Engineer - Portland General Electric

Karl Knoll is a principal communications engineer in Operations & Planning for Portland General Electric.  Karl has been in the telecommunications industry for over 30 years with 16 years of utility telecom experience at BPA and PGE. Extensive experience with planning and scoping utility telecommunications projects including managing the BPA Remedial Action Scheme (RAS) program.  Participant in the development of the PGE telecommunications strategy. Involved with creating and planning MPLS WAN designs for PGE’s packet conversion project. Karl is the vice chair for the WECC Telecommunications Subcommittee (TCOMS) where he has been a member since 2010.  Member of the EPRI 161G Telecommunications group. Graduate of the Ohio State University with Electrical Engineering degree.

Communications Principal Engineer, Idaho Power Company

Shaun Skidmore has worked for Idaho Power Company in Boise, Idaho, USA since 1995 as an engineer in the Communications Engineering group. He received a BSEE from a joint engineering program of Boise State University and the University of Idaho. His areas of emphasis are network and transport engineering and cyber security. He is a registered Professional Engineer in the State of Idaho, USA.

Jimmy R. (Rusty) Williams is President and CEO of the Utilities Technology Council (UTC.) UTC is a DC-based global trade association that represents electric, gas, and water utilities on their mission-critical information and communications technologies.

Williams, a Registered Professional Engineer in the State of Alabama, has more than three decades of extensive utilities industry experience. He worked at LightRiver Technologies for seven years, where he served as Vice President, Sales. Before LightRiver, Williams worked for nearly four years as Director of Business Development at AFL Telecommunications. He also worked for more than 25 years at Southern Company, where he held various telecommunications and IT management positions.
Williams, a Registered Professional Engineer in the State of Alabama, has more than three decades of extensive utilities industry experience. He worked at LightRiver Technologies for seven years, where he served as Vice President, Sales. Before LightRiver, Williams worked for nearly four years as Director of Business Development at AFL Telecommunications. He also worked for more than 25 years at Southern Company, where he held various telecommunications and IT management positions.
As President and CEO, Williams will lead UTC’s staff as the association continues to be a trusted advocate and thought leader on regulatory issues and emerging technology, as well as a valued training source in the utility telecommunications and networking space.
Williams earned his BS in Electrical Engineering from the University of Alabama at Birmingham.
When not working for UTC, Rusty enjoys his family which includes his wife Ivette, 2 daughters and 5 grandchildren.  He also enjoys playing golf and hunting.  Rusty also serves his church as a leader and teacher.

Chris Witthaus is the Communications & Control Team Lead and RAS Program Manager at Bonneville Power Administration. He has 35 years of experience engineering telecommunications systems in the electric utility industry.
