Jimmy R. (Rusty) Williams is President and CEO of the Utilities Technology Council (UTC.) UTC is a DC-based global trade association that represents electric, gas, and water utilities on their mission-critical information and communications technologies.

Williams, a Registered Professional Engineer in the State of Alabama, has more than three decades of extensive utilities industry experience. He worked at LightRiver Technologies for seven years, where he served as Vice President, Sales. Before LightRiver, Williams worked for nearly four years as Director of Business Development at AFL Telecommunications. He also worked for more than 25 years at Southern Company, where he held various telecommunications and IT management positions.
Williams, a Registered Professional Engineer in the State of Alabama, has more than three decades of extensive utilities industry experience. He worked at LightRiver Technologies for seven years, where he served as Vice President, Sales. Before LightRiver, Williams worked for nearly four years as Director of Business Development at AFL Telecommunications. As President and CEO, Williams will lead UTC’s staff as the association continues to be a trusted advocate and thought leader on regulatory issues and emerging technology, as well as a valued training source in the utility telecommunications and networking space.
Williams earned his BS in Electrical Engineering from the University of Alabama at Birmingham.
When not working for UTC, Rusty enjoys his family which includes his wife Ivette, 2 daughters and 5 grandchildren.  He also enjoys playing golf and hunting.  Rusty also serves his church as a leader and teacher.

Utilities Market Manager, L3Harris Technologies

Rob Butts is the Professional Communications Market Manager for the Public Safety and Professional Communications Division (PSPC) within the Communication Systems segment of L3Harris Technologies. Communication Systems covers a broad portfolio, including tactical and airborne radios, battle management systems, night vision technology, and professional and public safety networks and products. Rob is responsible for managing the utilities, transportation, and industrial vertical markets, expanding the product portfolio by leveraging L3Harris product platforms, and leading partnership strategies with well-matched offerings from members of the Mission Critical Alliance.

In addition, Rob oversees professional communications voice of the customer initiatives by investigating market feedback and bringing new solutions to meet customer demand. Rob joined L3Harris in March 2020 following a 37-year career with Southern Company, working in the telecommunications group at Southern Linc, where he led the Product Engineering organization responsible for developing, testing, and launching voice and data products on both the iDEN and LTE networks. Rob holds a Mechanical Engineering degree from Virginia Tech.

Justin is a Telecommunications Engineer in the Telecom Aggregate Services group at Southern Company Services.  His experience includes DWDM installation, TDM to packet network cutovers, and LTE backhaul design and installation.  He currently is responsible for evaluating in implementing engineering package improvements as well as the precision timing network upgrades.

David has held contributing and leadership positions in every area of business while working for companies ranging from start-ups to Fortune 100. He was awarded BS Electrical Engineering and BS Computer Engineering degrees from the University of Michigan, both Magna Cum Laude, as well as an MBA from Duke’s Fuqua School of Business where he was named a Fuqua Scholar. David is a named inventor on 11 US patents.

As National Market Manager of Broadband Markets & Applications for Graybar, Scott has been actively involved with the Fiber Broadband Association and Utilities Technology Council for several years.

Scott has more than 20 years of technology and business modeling experience in Broadband, IT, and telecommunications applications in the industry.  In his current role at Graybar, Scott focuses on Broadband networking and applications for broadband network operators, utilities, wireless, and contractors. His past roles include Service Provider, Smart Grid, and Smart City as a market and business development manager.

He is currently his companies’ representative for the Utilities Technology Council, Fiber Broadband Association, National Rural Electric Association, National Association of Tower Erectors, and Wireless Industry Association.  Scott has served as various industry technology committee chair and board of director and officer/chair positions.  He also serves, or has served on various industry task forces from time to time; currently on the Wireless Industry Association’s Smart City Task Force and as a former active participant on the Smart Grid Task Force submittal of Electri International and Michigan State University School of Planning, Design, and Construction.

Potter leads the team that founded the Mission Critical Alliance which is a partner program for best-of-breed technology solution providers to openly collaborate to advance the capabilities, compatibility, and security of mission critical solutions.

With over 20 years in telecommunications, his roles have spanned from System Engineering, to Sales, then Strategy and now responsibility for product management for all Command & Control products, broadband offerings, support services, MCA partnerships, Voice of the Customer, and Market Management.

James is a graduate of Kennesaw State University, Southern Polytechnic College of Electrical Engineering and Technology.

He is also a member of the Utility Broadband Alliance, sits on the Board of Directors for the Enterprise Wireless Alliance (EWA) and is an Executive Committee Board Member of The Industry Council for Emergency Response Technologies (iCERT).

Mitch Simcoe has over 30 years of experience in the telecommunications industry, starting with Bell Canada and later with Nortel, where he worked in numerous roles in marketing and product management, as well as in product groups including voice switching, broadband access, and optical networking. He later joined GENBAND as Director of Application Marketing and built an application showcase for communication-enabled IT applications.

At Ciena, Mitch is currently the Director of Solution Marketing. In this role, he is responsible for supporting Utilities to modernize and automate their networks, and position Ciena’s solutions for Edge Cloud.

Mitch received a Bachelor of Engineering (Electrical) and a Master of Business Administration in Marketing from McGill University in Montreal, Canada.

Keith is responsible for overseeing the management of the Colocation program for lighting, transmission, telecom towers, and land lease for 3rd party build-to-suit. He is also responsible for all subsequent telecommunications products and services.  Keith manages the entire process from application to installation, including billing and working through several internal partner groups. He has served in this position for the past 2 years.  Prior to rejoining Georgia Power Keith served as the Southeast Utility Director at Mobilitie LLC.  In this role, he served as the utility liaison with utility companies within the Southeast region of the US. In this role, he supported and coordinated the deployment of small cell attachments and installations.

Keith joined Georgia Power in 2005 and has served in various areas of Project Management and as the Operational Performance for Southern Company.  He earned a Bachelor of Arts in Biology from the University of Louisville and a Masters of Public/Business Administration from Jacksonville State University
