Region 10 is your place to connect with Information Technology, Operations Technology and Telecommunications professionals (Engineers, Technicians and anyone else involved with IT/OT/Telecommunications). Below are some things Region 10 can offer to you as a partner:
Who: We are UTC members with strong connections to southwestern United States utilities. Our members are from electric, gas, water and many other utility companies and co-ops, including Arizona Public Service, NV Energy, PG&E, SCE, SDG&E, Salt River Project, SMUD and many others.
What: We network with similar professionals to improve our knowledge, learn about the latest equipment and designs, discuss events and many times, have a good time; and sometimes to just discuss the big bang and the residual noise it creates in our systems.

Where: We are located in the vacation capital of America, the south western states. We typically have a regional meeting in Reno every February for 2-1/2 days and, a 1-1/2 day technical meeting every October in one of the states in Region 10.

Jimmy R. (Rusty) Williams is President and CEO of the Utilities Technology Council (UTC.) UTC is a DC-based global trade association that represents electric, gas, and water utilities on their mission-critical information and communications technologies.
David Hattey is a seasoned strategic leader with thirty-plus years of successful executive assignments across IT, telecom, wireless, cloud services, and networking companies serving the Utility, Public Service, and Enterprise spaces. He is currently a consultant providing technology and strategy support through Lockard & White. David has held contributing and leadership positions in every area of business while working for companies ranging from start-ups to Fortune 100. He was awarded BS Electrical Engineering and BS Computer Engineering degrees from the University of Michigan, both Magna Cum Laude, as well as an MBA from Duke’s Fuqua School of Business where he was named a Fuqua Scholar. David is a named inventor on 11 US patents.
BSEE from the University of Colorado and MBA from the University of Chicago Booth. R&D and technical marketing in power electronics and power systems: AT&T Bell Labs, Texas Instruments, Siemens and Rockwell. Executive management positions at several smaller technical companies.
Lee Onsager has been with NV Energy ( Nevada Power dba NV Energy ) for 30 years, in several roles, in Telecom Engineering, EMS/SCADA Engineering, Telecom Construction & Maintenance, working on Microwave, Fiber Optics, MW Towers, mobile radio, etc. and is currently doing Telecom System planning for major 500KV Transmission Projects.
Paul Robertson is a senior product manager for the wired networking communications product line at Schweitzer Engineering Laboratories, Inc. (SEL). Paul has worked in various technical roles for Motorola, Hewlett-Packard, and Agilent Technologies before joining SEL. He has a BEng in electrical and electronic engineering from Strathclyde University and an MBA from Edinburgh Business School.
Shaun Skidmore has worked for Idaho Power Company in Boise, Idaho, USA since 1995 as an engineer in the Communications Engineering group. He received a BSEE from a joint engineering program of Boise State University and the University of Idaho. His areas of emphasis are network and transport engineering and cyber security. He is a registered Professional Engineer in the State of Idaho, USA.
Dr. Mauricio Subieta is the Energy Segment CTO for North America, leads the Industrial Cyber Security Program, and is the technical lead for the Private Wireless Networks (LTE and 5G) Nokia’s Enterprise division, which focuses on the energy segment including electric utilities, oil and gas, and mining. Dr. Subieta completed his undergraduate studies in Systems Engineering (BSc) at the Bolivian Catholic University in 1997 and his master’s and Doctoral degrees in Telecommunications Management and Electrical Engineering at the Oklahoma State University in 2002 and 2006, respectively. He was awarded the Fulbright scholarship for his graduate studies and was a distinguished researcher at the Advanced Communications and Systems Engineering Laboratory at OSU. His work experience includes almost a decade as a security and network architect at Oklahoma Gas and Electric (OG+E); more than five years supporting the oil and gas industry (Devon, Chesapeake Energy, etc.) as a wireless network engineer; and more than 10 years performing research in cybersecurity, telecommunications, and teaching graduate-level courses at different institutions of higher education. Dr. Subieta’s areas of research and expertise cover next-generation wired and wireless networking architectures (5G), network traffic characterization and optimization, protocol design, system development, and cybersecurity for industrial control systems and networks.
David Wells is a Senior Technical Communications Program Manager within the U.S. Department of Energy’s Office of Electricity. A thought leader and subject matter expert spanning critical infrastructure and telecommunications security, David provides national leadership to ensure a secure, resilient, and reliable energy delivery system, and develops technologies to improve the infrastructure that brings electricity into our homes, offices, and factories. David maintains a unique blend of strategic, tactical, and operational proficiency. Specifically, David focuses on the best practices for substation communication infrastructure and cyber-physical systems security.
