Welcome to the 2026 Utilities Technology Forum Regions 8, 9, & 10

The 2026 Utilities Technology Forum’s education program is centered around engaging content tailored to our members’ and stakeholders’ critical needs and other applicable industry themes that will benefit you and your organization.

Who Should Attend? This regional event is designed for individuals who are required to stay abreast of changes and advancements in the utility and information technology industries. Sessions are relevant for managers of IT and telecom and wireless professionals from utility and energy companies, as well as representatives from technology and service providers.

Region 8 serves the states of:

Region 8 is your place to connect with Information Technology, Operations Technology and Telecommunications professionals (Engineers, Technicians and anyone else involved with IT/OT/Telecommunications). Below are some things Region 8 can offer to you as a partner:

Who: 

What: We network with similar professionals to improve our knowledge, learn about the latest equipment and designs, discuss events and many times, have a good time; and sometimes to just discuss the big bang and the residual noise it creates in our systems.

When: At a minimum we meet annually at the regional conference, at a technical training conference and at the national UTC conference. Oh, and we communicate often via email, text and the plain ol’ telephone, not to mention the latest apps.

Region 10 Southwest serves the states of:

Region 10 is your place to connect with Information Technology, Operations Technology and Telecommunications professionals (Engineers, Technicians and anyone else involved with IT/OT/Telecommunications). Below are some things Region 10 can offer to you as a partner:

  • Network with IT, OT and Telecom professionals from utilities from Arizona, California, Guam, Hawaii, Nevada; and even more at the national and international level
  • Participate in educational opportunities (Understanding FCC and FAA rules/changes, latest technology, lessons learned, etc.)
  • Become involved with local activities
  • Attend technical events and training at the regional and national level
  • Improve your leadership skills and volunteer for one of the Committees or even become an officer of the region

Who: We are UTC members with strong connections to southwestern United States utilities. Our members are from electric, gas, water and many other utility companies and co-ops, including Arizona Public Service, NV Energy, PG&E, SCE, SDG&E, Salt River Project, SMUD and many others.

Where: We are located in the vacation capital of America, the south western states. We typically have a regional meeting in Reno every February for 2-1/2 days and, a 1-1/2 day technical meeting every October in one of the states in Region 10.

Jimmy R. (Rusty) Williams is President and CEO of the Utilities Technology Council (UTC.) UTC is a DC-based global trade association that represents electric, gas, and water utilities on their mission-critical information and communications technologies.

Williams, a Registered Professional Engineer in the State of Alabama, has more than three decades of extensive utilities industry experience. He worked at LightRiver Technologies for seven years, where he served as Vice President, Sales. Before LightRiver, Williams worked for nearly four years as Director of Business Development at AFL Telecommunications. He also worked for more than 25 years at Southern Company, where he held various telecommunications and IT management positions.
Williams, a Registered Professional Engineer in the State of Alabama, has more than three decades of extensive utilities industry experience. He worked at LightRiver Technologies for seven years, where he served as Vice President, Sales. Before LightRiver, Williams worked for nearly four years as Director of Business Development at AFL Telecommunications. He also worked for more than 25 years at Southern Company, where he held various telecommunications and IT management positions.
As President and CEO, Williams will lead UTC’s staff as the association continues to be a trusted advocate and thought leader on regulatory issues and emerging technology, as well as a valued training source in the utility telecommunications and networking space.
Williams earned his BS in Electrical Engineering from the University of Alabama at Birmingham.
When not working for UTC, Rusty enjoys his family which includes his wife Ivette, 2 daughters and 5 grandchildren.  He also enjoys playing golf and hunting.  Rusty also serves his church as a leader and teacher.

David is a named inventor on 11 US patents.

He is a registered Professional Engineer in the State of Idaho, USA.

Dr. Mauricio Subieta is the Energy Segment CTO for North America, leads the Industrial Cyber Security Program, and is the technical lead for the Private Wireless Networks (LTE and 5G) Nokia’s Enterprise division, which focuses on the energy segment including electric utilities, oil and gas, and mining. Dr. Subieta completed his undergraduate studies in Systems Engineering (BSc) at the Bolivian Catholic University in 1997 and his master’s and Doctoral degrees in Telecommunications Management and Electrical Engineering at the Oklahoma State University in 2002 and 2006, respectively. He was awarded the Fulbright scholarship for his graduate studies and was a distinguished researcher at the Advanced Communications and Systems Engineering Laboratory at OSU. His work experience includes almost a decade as a security and network architect at Oklahoma Gas and Electric (OG+E); more than five years supporting the oil and gas industry (Devon, Chesapeake Energy, etc.) as a wireless network engineer; and more than 10 years performing research in cybersecurity, telecommunications, and teaching graduate-level courses at different institutions of higher education. Dr. Subieta’s areas of research and expertise cover next-generation wired and wireless networking architectures (5G), network traffic characterization and optimization, protocol design, system development, and cybersecurity for industrial control systems and networks.
