Karen Perry is a Senior Policy Analyst with the National Telecommunication and Information Administration’s (NTIA) BroadbandUSA program at the U.S. Department of Commerce who has worked on broadband from a range of perspectives: nonprofit, commercial, philanthropic, and governmental. Ms. Perry was a contributor, author, or editor of three major national broadband policy reports: Connecting America – The National Broadband Plan (Federal Communications Commission’s 2010), the Broadband Opportunity Council Report, and Recommendations (NTIA 2015), and the American Broadband Initiative Milestones Report (February 2019). As a Senior Program Officer at the Bill & Melinda Gates Foundation, Karen worked to improve broadband in public libraries and build advocacy capacity for librarians. She has over twenty-five years of experience in telecommunications, working with Bell Laboratories, AT&T, and related firms. Karen holds a Bachelor of Science in Electrical Engineering (BSEE) from the University of Washington and a Master of Science in Electrical Engineering from Cornell University; the foundation of her education is her Associates from Cape Cod Community College. Karen is passionate about developing local solutions that leverage data, focus on community priorities, and are powered by partnerships. Karen lives in Seattle Washington.
