David Hoover is a Principal at The Ferguson Group (TFG), where he provides strategic counsel on technology and telecommunications policy issues to clients. The firm specializes in securing policy and regulatory changes, federal funding, grants, and authorizations for counties, municipalities, public utilities, cooperatives, non-profit organizations, and private companies. He also serves as Legislative and Policy Manager for the National Association of Towns and Townships.
Mr. Hoover is an accomplished government relations and public policy executive with more than 20 years of experience leading advocacy campaigns, conducting research, analyzing federal policies, and building relationships with members of Congress, federal agencies, industry, and public interest groups. Prior to joining TFG, Mr. Hoover served as vice president of legislative affairs at NTCA-The Rural Broadband Association, where he planned and implemented a federal legislative strategy on behalf of the association’s more than 800 independent, community-based telecommunications companies.
Previously, Mr. Hoover was director of government affairs at CTIA-The Wireless Association, where he lobbied on a variety of issues including spectrum, taxes, telehealth, and universal service. He also served as policy director for the trade group. Earlier in his career, Mr. Hoover was director of research at NCTA – The Internet & Television Association and also covered the telecom and media industries as an analyst with The Precursor Group®, Legg Mason, and the Schwab Washington Research Group.
Mr. Hoover earned a Master of Arts in Telecommunications from Michigan State University and a Bachelor of Science in Journalism from Ohio University.
