Speakers:
All speakers will be registered complimentary by UTC staff.

Cancellation Policy:
Cancellations received by Monday, February 5th, will receive a refund less a 25% cancellation fee.  Cancellations must be received in writing at meetings@utc.org.

VP of Engineering, Mid-Carolina Electric Cooperative

Lee Ayers received a BS in Electrical Engineering from Clemson University in 1982. From 1982 until 1986, he worked for Central Electric Power Cooperative in Columbia, South Carolina. Since 1986, he has been employed with Mid-Carolina Electric Cooperative in Lexington, South Carolina, where he currently serves as VP of Engineering, managing system planning, power supply, substations, metering, system control, and dispatch, and outside plant fiber optic communications and technology. He has worked extensively with electric service rate design and implementation. Presently he is managing MCEC’s FttM (Fiber to the Meter) project that will enable internet service to the MCEC’s entire membership along with system-wide electric distribution automation and data collection, as well as real-time electric service usage data to consumers.

Ken has well over 40 years of experience in information and telecommunications technology (ICT).  Has served UTC for over 25 years which includes past Chairman of the Board, past Region 4 Chairman as well as a variety of other board duties. Ken has over 37 years of experience at American Electric Power spanning Telecommunications Management, Business Development, Network Consulting, and Telecom Engineering.

Ken holds an MBA from the University of St. Francis, a B.S. in Engineering, Purdue University, and a B.S. in Industrial Education and Technology, Ball State University.

Telecommunications Engineer, Southern Company Services

Justin is a Telecommunications Engineer in the Telecom Aggregate Services group at Southern Company Services.  His experience includes DWDM installation, TDM to packet network cutovers, and LTE backhaul design and installation.  He currently is responsible for evaluating in implementing engineering package improvements as well as the precision timing network upgrades.

Head of Legal and Compliance, Certes Networks

As Legal Counsel for Certes Networks, Simon assists with regulatory and compliance issues, contract drafting and negotiations, disputes, intellectual property and general legal matters.  Simon has extensive international experience in the technology sector and his combination of both legal and technical skills enables him to translate complex legal regulations and mandates into clear and definitive technical requirements for IT and Engineering teams.

Simon is a regular speaker on data protecting and cyber security regulations including GDPR, HIPAA, NIST Frameworks and PCI DSS. Simon resides in Pittsburgh, Pennsylvania.

Rob Jodrie is the Director of Technical Support at Syncworks. He started working in the Telecommunications Industry with the Bell System in 1982. He had responsibility for Tier II Network Synchronization and Transport Technical Support at Verizon for fourteen years and has been working at Syncworks since 2015.

Matt is a senior electrical engineer in the Networks, Integration & Automation department at Burns & McDonnell. He specializes in telecommunications and transport network systems. His responsibilities include technology evaluation consultation, client service cutover strategies, execution for network transformation, troubleshooting, network transformation design and planning, network and management systems staging, and client training on network technologies.

Keith Williams

Telecom (Colocation) Manager, Georgia Power

Keith is responsible for overseeing the management of the Colocation program for lighting, transmission, telecom towers, and land lease for 3rd party build-to-suit. He is also responsible for all subsequent telecommunications products and services.  Keith manages the entire process from application to installation, including billing and working through several internal partner groups. He has served in this position for the past 2 years.  Prior to rejoining Georgia Power Keith served as the Southeast Utility Director at Mobilitie LLC.  In this role, he served as the utility liaison with utility companies within the Southeast region of the US. In this role, he supported and coordinated the deployment of small cell attachments and installations.

Keith joined Georgia Power in 2005 and has served in various areas of Project Management and as the Operational Performance for Southern Company.  He earned a Bachelor of Arts in Biology from the University of Louisville and a Masters of Public/Business Administration from Jacksonville State University

Jimmy R. (Rusty) Williams is President and CEO of the Utilities Technology Council (UTC.) UTC is a DC-based global trade association that represents electric, gas, and water utilities on their mission-critical information and communications technologies.

Williams, a Registered Professional Engineer in the State of Alabama, has more than three decades of extensive utilities industry experience. He worked at LightRiver Technologies for seven years, where he served as Vice President, Sales. Before LightRiver, Williams worked for nearly four years as Director of Business Development at AFL Telecommunications. He also worked for more than 25 years at Southern Company, where he held various telecommunications and IT management positions.
Williams, a Registered Professional Engineer in the State of Alabama, has more than three decades of extensive utilities industry experience. Before LightRiver, Williams worked for nearly four years as Director of Business Development at AFL Telecommunications. As President and CEO, Williams will lead UTC’s staff as the association continues to be a trusted advocate and thought leader on regulatory issues and emerging technology, as well as a valued training source in the utility telecommunications and networking space.
Williams earned his BS in Electrical Engineering from the University of Alabama at Birmingham.
When not working for UTC, Rusty enjoys his family which includes his wife Ivette, 2 daughters and 5 grandchildren.  He also enjoys playing golf and hunting.  Rusty also serves his church as a leader and teacher.
