Within Europe, mobile broadband is seen as an economic driver stimulating growth in the European economy and enhancing social welfare. The Commission is reviewing the EU Telecoms Framework which is generating intense interest in how telecoms are best regulated for the benefit of all European citizens.

Although policy initiatives such as abolishing roaming charges attract most media attention, the Framework Review includes European Radio Spectrum Policy, and was the subject of a Commission Workshop in Brussels on 3rd February 2016.

Nine members of EUTC attended the Workshop to emphasize the importance of access to harmonized radio spectrum for utilities to safeguard the welfare of European citizens through efficient and secure control of their networks. It was also emphasized that unless European utilities and their supply chain have access to harmonized radio spectrum on a timely basis, the market for industrial control products will be dominated by manufacturers outside Europe who can develop a strong domestic market.
